TITLE:  Measuring Census Coverage: the Census 2000 Experience

ABSTRACT:

This presentation will begin with a historical perspective of coverage
measurement for the past several U.S. censuses. The presentation will
discuss objectives for Census 2000 and how the plans to measure coverage in
Census 2000 addressed those objectives, including changes in those
objectives throughout the decade. The main focus will be on issues that
arose in the conduct of Census 2000 that affected coverage measurement
plans, estimates of Census 2000 coverage, and assessments of those
estimates. The presentation will conclude with a description of problems
that remain to be addressed to meet coverage measurement needs for future
censuses
