Title: The 21st Century Census Curated Data Enterprise, A Scientific Framework and Infrastructure to Create Equitable Statistical Products Through Use Cases

Abstract: The Census Bureau has set a bold new scientific vision to develop statistical products that directly address stakeholder questions. This paradigm change, which will require integrating survey, administrative, opportunity, and procedural data, aims to provide practical solutions to the questions, purposes and uses that keep stakeholders up at night, ensuring the relevance and usefulness of our work.

Our collaboration with the Census Bureau is instrumental in disseminating this vision across numerous stakeholder groups. Simultaneously, we have crafted use cases that serve as models of statistical products, addressing their queries regarding the undercount of young children, accurate measurement of the gig economy, and capturing domestic migration due to climate change events. These are complex questions that no single data source can fully answer.

The underlying technology is a 21st-century Curated Data Enterprise (CDE) framework to comprehensively produce statistics broadly applicable to addressing social and economic issues while ensuring replicability and reusability. The CDE provides the scaffold for scaling the statistical product development of interest to the Census Bureau and broadly applies to official statistics agencies. We have illustrated these capabilities through demonstration use cases, highlighting the replicability and reusability of the capabilities that begin to build the CDE.
